Electorates are decided by popular vote and Congress, state and local are decided by popular vote. I'd be all for a true electorate system that started at each city level which is what we need.
A state decides by popular vote who their electorates will vote for. It doesn't matter if the candidate wins by 50.1% or 90%, they still get the same amount of electorates.
So a city can manufacture enough votes to turn the state but not the entire country as we don't go by the popular vote.
