I mean, that's possible, but there are so many giveaways in this video. His constant upper face/eye expressions are not normal compared to his normal speaking videos, his outline is too sharp, his face looks slightly disproportionate; There's so many uncanny valley slight differences that the whole video just triggers every "this is fake" sensor.
What you're seeing is compression artifacts. The same effect is happening to the entirety of the back wall.
