The Holy See is the central government of the church, based nearly entirely in the Vatican city state. The problem with the IOR has been, until recently, that it has been so corrupt that no one in their right mind would use it, other than for Brownie Points. Now that it "has been" cleaned up, what, three (?) times, it may be (maybe) a slightly non-corrupt entity.
It is not entierly weird that, say, the head office of IBM (as an example) moves all of its banking to the IBM bank.
The article says they lost just under 500 customers to its no location bank.
