Bioweapons are far more dangerous than nukes. The moment anyone anywhere launches a nuke, we know about it. Doesn't mean the necessarily helps but it is the case. A bioweapon capable of the death toll of total nuclear war can be deployed and reach the entire world before anyone even knows it was released.
