It's kinda like finishing a car body and painting it. First you hit it with the rough pad, taking out all the high spots. Then you go finer and finer grit until it's smooth. Then you apply a coat of paint and repeat the process. Eventually it's super smooth and shiny because it's completely level.

That's what happening with the NWO. The wealthier the place, the more it needs to get knocked down. Soon we'll all get the paint.
