Personally I think that is a pretty simplistic view.

Does it apply to all the military bases in Iraq as well? or the refinery there where this oil heads? Not to mention the grain heads out the same way. With respect to the us government position they speak about splitting syria and having the northern area capitulate to the west.

Also fairly sure that iraq has at least once asked to have the bases vacated and return the refinery also.
