Trump had his own intelligence service pre-POTUS. Doubt he disbanded it.

Trump could have had his own people run a covert op conning the right bureaucrats into signing off on the raid. Crazy, but it makes as much sense as Team Brandon/Dem leadership being oblivious to the raid's political optics.
