He said they were making vaccines for theoretical bat viruses that could jump to humans and they created an aerosolized spray to immunize the bat caves without having to inject them all one at a time. The spray hadn't been attenuated yet and that's what kicked off the leak.
They are also clearly spraying all sorts of stuff in China at the start of the pandemic. Maybe we should go back through that footage to see if it looks like aerosolized dispersal. Their cover story was they were sanitizing surfaces.
