Was the flooding of New Orleans intentional?

Just a shower thought I had, never bothered to look into this. Anyone have info, thoughts? Seems like a wonderful opportunity to clear the town and invest in development, and funnel relief funds to handpicked contractors.

'ye feels some.tyoe of way. I really love this clip, it's right up there with the Dubya shoe toss and the Gatesie pies. Some really rocking shit out there.
