Does it include embedded forms of energy (i.e. batteries)? Unsure. One patent states permanent magnets (those are in practise batteries, as they are not permanent, and can exhaust their field, when used)
Does it require incoming form of electricity that has been produced by other means? Unsure, some pages claim "doesn't require energy input" while others claim that it amplifies incoming energy (so at least for starting, it needs external source of energy) and other pages claim that it "cuts your energy bill in half".
Has it been publicly, independently and using best replicated scientific experimental methods vetted and proven to work? Can't find such data as of yet
I remain cautiously hopeful, but it feels for the umpteenth time "too good to be true."
And if it's true, there'll be a huge explosion at their facility, killing everyone and US Gov will confiscate the patents and classify them top secret (has happened before).
I'd love for this to be true, but 30 years following this... well, proof is in the pudding.

IMO at best this might do some load smoothing.
It's not going to create power --- otherwise you could start with a flashlight battery and keep upping it with stages to power a city
