I would bet that, indeed, they are that dumb. There are no indications of directionality in the design. I think what they know about Ukraine's flag indicates how much they actually care about Ukraine.

I'm reminded of just a few years ago, when an Air Force general sitting in the front row at the State of the Union Address, had his entire "rack" (or whatever it's called) of ribbons upside-down. How could you possibly make a mistake like that?
