Heat in the summer is more manageable than cold in the winter. The way you deal with hot summers and no electricity is you work less. It is one reason places near the equator are far less productive. It's hot and most people don't have AC.
I used to live in the horrific climate zones on the eastern side of the US. Even here there was a once a decade heat wave last year of 100+ degrees. I could have walked over to the beach I guess, but mainly just laid here drinking cool liquids.
