Yeah so the way I've seen this explained is that agenda 21 is the full agenda with a target date of 2100. 2030 is the second milestone- 2000 being the first. They also have 2050 and 2070 milestones
I also read about this a while back and tracked down this 'Pathway 2050' mural I remembered. This should probably be its own post. They published this in 2010 along with instructions on how to use it.
