They were probably not targeting Kyle specifically, just anyone bearing arms to defend property and Kyle just looked like an easy mark. Gaige should have got a very special kind of injection, the kind offered for free by the state in very special circumstances, and in front of a set of witnesses.
The incident came when the damage due to rioting was really ramping up, and people were taking up arms to protect property, both their own and others. They had to put a stop to the "rooftop Koreans" phenomenon which had been so effective.
There were two important reasons. First, They needed to make an example of a 2nd Amendment type. He gets his ass killed and then They can play it many ways: it was his own fault, he incited, assailants were justified, looking for trouble, etc. Suddenly no one wants to follow that example. Second, They had to have a "safe space" for the rioters They Themselves incited. Cities won't burn themselves down, and you can't get rioters if a bunch of them get shot.
As you can see, it worked out just dandy for Them even though Kyle didn't actually get murdered. Was there even a single instance of armed self-defense by a citizen through all the rioting? I'm not sure the cops ever even pulled a gun on anyone.
maybe it was divine intervention Kyle survived. What he was able to do was pretty miraculous. Without any training he did things people spend a lot of time preparing for.
