This is the most retarded thing I can imagine. It would blanket everything including trees and plants, so they want to track those too? Wouldn't it be far easier to track our phones? Because that is how it's done. Blanket spraying the ground would do nothing but dilute all the detail out of sensors. 100% stupid.
