It is pretty sus that he only hit people in the legs. But, assuming the shooting was real and that he did in fact aim at the legs, then that could actually explain the miss rate. If you lined up people in front of you, only one layer thick, and then started randomly shooting towards their legs, you could expect to hit about 1/3 of the time. Unless they were all fat and their calves/thighs were pretty wide, you would be pointing at about 2/3 empty space and 1/3 leg mass.
