There was electronics factories in nearly every republic of USSR, evenly distibuted over all USSR. Everything was multiplied and set in different places, to avoid potential harm if one region will be destroyed by the potential enemy. So, everythig in Ukrainian SSR was repeated everywhere.

East Germany was part of mostly electronics industry. They also did nice lathes and mills, but that was not critical. When USSR needed something exceptional, it use Western equipment, bought through India. And it also was not critical. Bought equipment disassembled and copied.
