I could stand to be corrected, but no halfway competent military would allow a soldier to carry a phone into a combat zone. All phones can be tracked and "off" does not mean "off". I would also have to imagine intelligence made available to Ukraine courtesy of the US taxpayer can use remotely activated cameras and microphones.

BUT, mostly there are a shit ton of drones and also Russia has advanced planes that trace radio transmissions, phones aren't that big a deal.
There's even an army of Chechnyans called the 'Tik Tok Battalion' because they stream so much.
