It has occurred to me that there's a crucial social/psychological line which could be summed up as, "Are the cops going to come to my house?" On the other side of it is a very different world, and people are--with good reason--frightened of it.
But let's set an example in a village in Ukraine. Suppose it's run by a pedo mayor and a few pedo cronies, protected by a dozen Azov thugs. And you have assembled a posse ready and willing to "take care bidniss".
Now there's a certain period of time when, if you do take care of the problem, the cops will find out who you are and come looking for you. Your life as you knew it, and maybe your life, are over.
But there's another period of time, probably as Ukie civil authority is falling apart, where you put paid to the dirtbags and everyone in town just breathes a sigh of relief, shrugs their shoulders, and everyone jgoes on with their normal life. And even if the Russians roll into town to reestablish order, they're not gonna give a rat's ass. You go to sleep in your bed knowing you've done the world a favor.
