Russia says they’re experimenting with the same exact virus in bio labs in Ukraine on the 11th and this stuff hits the news on the 9th. If it’s a bioweapon, there’s no natural spread required. The operatives will release it where they’re told to in order to maximize panic.

Here's a thought: do the cases "detected" happen to correlate with places that raise birds for consumption? Does it relate to food supply?
Looks like they require routine surveillance for livestock using PCR tests. This, combined with false positive rates, could cause systemic over reporting in regions that tend to have livestock.
