If you look at Russian media they are saying that Ukrainians can use this or that street to exit the city and won't be attacked.
I've also heard that in Mariupol the Azov Batallion prevented the citizens from evacuating, essentially holding them hostage. Ended up the only city in the area not yet under Russian control (though they have it encircled).
I mean of course this all could just be Russian propaganda but it makes sense that the Russians have no reason to harm civilians and that the Ukrainian military uses this to their advantage.

The prob here is both sides are accusing each other of doing the same things and both sides can't be trusted to tell the truth.
