Yes, clown world, however to further complicate things, some video seems to indicate the Ukrainian volunteer fighters on the eastern border were to a large degree rogue and refusing orders to obey the govt or join the official military and even threatened to fight back if Ukrainian govt forces tried to force them. To make matters worse, most of Ukraine's hard core experienced fighters were these people that said they did not have to obey unwanted orders and did not like to have to follow rules. How to subdue those fighters without fighting them and also not risk loosing a big chunk of those tht knew how to fight while still being protected against Russia and the insurgent areas that were fighting back? THe western Ukrainian govt was trying to hide their lack of control in order to get more votes and support from other countries. But it seems like what they were dealing with was both a russia/donbas insurgency as well as western Ukrainian fighters also refusing to obey orders or stand down or follow any rules. It sounds like those fighters were not going to give up that fight or let go of donbas even if the govt wanted to allow that. So it was almost a 3 way civil war with the west govt wanting one thing, the eastern end ukrainian fighters wanting another and the donbas wanting a third thing.
