There has never been a mass shooting ever where no ambulances show up because it is impossible for any 911 dispatcher to know how many of the injured people might be still be alive.
For EMT's there are hot zones, warm zones and cold zones. Hot zones, cops go in first and secure the area. Sandy Hook would have been considered a hot zone, so the ambulances were staged at the firehouse.
The cops secured the area of the school where the victims were, then officer Cario brought three medics into the school.

They victims were dead, no need for ambulances. By the time news helicopters were there, the shooting was over with.
