first responders or police officers ARE ONLY ALLOWED TO DELCLARE PEOPLE DEAD under 3 circumstances. (the 3 Ds) they have to be decomposing, decapitated, or dissected (meaning cut in half). when someone is shot in the head they are rushed to hospital and a Doctor must declare them dead.
all of the kids were declared dead at the scene and never even went to the hospital.
so either it was real and were dealing with the most insane cases of police and medical neglect ever..
During the Lenny Pozner/Jim Fetzer lawsuit, Wayne Carver did a deposition. Fetzer asked him who could declare the victims dead. Carver said a competent emergency medical technician could do that. There were EMT's in the school that could declare them dead.

A doctor who reviewed the autopsies said the victims died almost immediately.
