This is easy enough to test yourself, download for example the nrf connect app for mobile: then scan for bluetooth addresses in the app. You will have to remove all phones/gadgets from the test person and ideally go somewhere where aren't a lot of signal. If you see a potential unidentified bluetooth address, you can check the RSSI value to see if the signal getting stronger as you move your phone closer to the person.

They do not even need to use that as a tracking tech when a cellphone can do just fine.
You can't force your way through that. It has too bad of a name that people WILL resist.
It's one of those things like Communist farmer utopias.
There are ways more subtle than that, though.
What if they declare a scamdemic next time and it needs your body parts to be literally infused with synthetic augmentations and that lets them track you?
It's a death flag I once predicted for covid once I dropped into the rabbit hole. Unfortunately, it didn't come to being. Maybe later.
