The intended victim group is "reversed" in this instance, so that the people who don't think they are being outcast (vaxxed) and who are encouraged to hate the "categorized" (unvaxxed) are actually the intended victims. Also the "categorization" in this case is fluid: Unvaxxed can become vaxxed, but also vaxxed can become unvaxxed if they don't stay "up-to-date" with their shots...
