That does look like an execution. Looks bad. Hard to know what was under the blanket. Could have gone far better.
If you frame-by-frame, you'll see the dude that's wrapped up in a blanket is holding a handgun but it's pointed away from the officers and down at the ground, and then they start shooting him. Reminds me of the Ryan Whitaker execution.
