It would be more likely that is a distraction from something else or they used it to smuggle people or "something" to various places. I mean, people started paying attn to the "refugee/migrant" flights and busses so this WOULD be a better way to infiltrate while having the clueless cheer them on. Unfortunately, that is way more plausible than a legit convoy happening.
Remember you can do your part by honking everyone wearing a mask outside. The honking will continue until morale improves.
