I am not saying it's either way, but it depends on how they want to play it out, I know it's hard to turn your head around this, but imagine you have multiple information spigots, or water dam release valves, you do not necessarily have to open them all at once. People have no idea how information is tightly controlled and its effects on the population and their behavior is managed with all sorts of analytics.
