Yes and no. When he sold Xoom, he supposedly didn't have a permanent address and the very first thing he did with the money was buy a McLaren car. He didn't buy a house or pay off debts. He bought a car as his first thing. He knew more money was coming and Xoom was just the beginning of government sponsorship.
Recently, the top known billionaires all cashed out and Musk cashed out the most. No one I've seen has reported where any of it went, so I'm assuming bitcoin manipulation again. When Gates cashed out back when he left Microsoft, he bought a boat and went to live on it while doing hundreds of interviews on vaccines and how we were all going to die.
