The majority of people are innocently following along with what the rest of the herd appears to be doing. A big part of the trick is deceiving people into thinking a faked herd is behaving in a specific way. That is yet another reason why we're overrun with shills everywhere.
I'm aware of metaphoric use of the term, but even in that case the vast majority of people do what they do because they see others doing it.

There are absolutely people trying to deceive. It's not everyone who had been duped.
