My bet is on a "fake" (but in some senses real) hacker attack. Everybody knows there's probably a back door in Microsoft Windows, and then there are hardware back doors such as the Intel Management Engine. So the elites could run any software they like on any computer.

The "fake" part will be the claim that it will be hackers from the criminal underworld exploiting bugs that no one knew existed.
