I think you overestimate the power of the presidency. Did you recall that just a few weeks before he left office, he had to fire a general that disobeyed his direct orders? Truman had to fire McArthur, and Lincoln had to fire general after general. Presidents issue orders all the time that are slow walked or ignored.
