Do they really need to work that hard for an excuse? They've already proven they can do pretty much anything as long as the just tack on "something something public health" at the end; and the NPCs just eat it up. Regardless, if/when they get to the point where they're gonna start rounding people up, how do they round up ONLY 'muh white supremacists' without pulling 4473 forms and rounding up the gun owners. Or churchgoers and anyone else under the banner of the Cross. I don't really see how you could hide from them when that time comes; they've got to have spent years now amassing an archive of the dissidents. And if they only go after some people/groups and not everyone, they'll immediately tip their hand to the people they didn't go after.
