It can only be one of 2 reasons, no other explanations:
1- So that the population knows that a percentage of the vaccines are deadly yet take it anyway!!! This will insure they have the sort of slaves, whom would rather die than say no to the system. (By placebos, they will insure some or many of the suckers survive, they will round up any stubborn dissident, thus create a perfectly docile population, free of anyone who could ever revolt (bio-politics))
2-To help bring chaos and world wide revolution where all the goyim will be united against their impotent leaders, to create some sort of anarchy and then present their new rules and new society.
