Why in the FUCK would the federal government create false personas, give them petty pseudo-convictions instead of pseudo-convictions for, say, murdering blacks, and have them living at home with their parents instead of, say, owning 1,000 acre ranchers? Who spends large sums of tax dollars for that purpose? And how exactly does this group result in arrests - the only metric that matters to LEO.
