Step:

Create Problem under guise of helping.
Allow problem to fester and for the population to forget.
Blame problem on people in opposition that are actually fixing problem
Swoop in with a "rescue" that actually makes it worse.
Continue to blame problem on opposition
Continue to provide "fixes" each breaking the manufactured problem more and more.
