Lots of overlap in that venn diagram. However not all criminal thugs are rappers. And there are plenty of bankers and other white collar criminals on that pardon list that I would still consider "criminal thugs" of a certain variety. So while all the rappers he pardoned may be criminal thugs, all of the criminal thugs he pardoned may not be rappers. Splitting hairs really but I digress.
