A surprising amount of people rolled over and handed complete control of their bodies to the government. Seemed to be the final litmus test to gauge exactly what amount and type of resistance they'd face. They're calculating their next move, no doubt. There's still a substantial portion of the population they need to eliminate..er reeducate.
