Buses are under federal control. Unfortunately if they didn't kick him off, the bus driver would have called for transit authority, and he wouldn't have moved the bus until they arrived, and kicked him off.

Is this right? Of course not. But the people on the bus have to get to work, and they can't wait around for transit cops.
