Radar is not a perfect technology.
And yesterday was a particularly rough day for electronics with the coronal mass ejection reaching the Earth. My docking station flipped out several times yesterday for no good reason, so I'm blaming the CME.
1/2 the radar is broken and you're only getting every-other-row of weather pixels. Try turning VSync on.
Either that, or compression waves condensing the humidity, there was an explosion or an implosion at the epicenter.
Found on 4chan /x/, OP gave zero context. Similar to the one last year seen over Mexico.
