I am still figuring it out but my conclusion is that it is the existing power structures BUT they are commanded by a group of rabbis.
The central authority is probably about 10 rabbis who meet on a regular basis. Each one is connected to people who either represent direct authority or people connected to them and who hand orders around.
For example Rabbi 1 is connected to the most important members of the Rothschild and other banking and finance figures, Rabbi 2 is connected to Hollywood, MSM, Reuters, etc.. Rabbi 3 is connected to Mossad, CIA, MI6, etc..
When they meet they discuss their main goals, what they have achieved, the problems they face and what they should do about it. Later they will talk to their "people" and it all flows from there, they must have a main Rabbi figure. Those Rabbis do not need to work the details, they just need to see the bigger picture clearly.
The money people (the Rotschilds) while powerful, are always secondary to the religious authority. The rabbis can take all of their powers from them by exhumation.
The very top rabbi, which rules the world must be someone on the like of Menachem Mendel Schneerson, the world's most evil creature. I always imagine that the most powerful person on this planet, probably owns no car and just lives in a modest hovel in Brooklyn! But he is thinking day and night, of nothing but his goal and of all the Talmud lies he has been filled with since a child.
