Do you remember when there was 4 large hurricanes in the Atlantic like 2 or 3 years ago?
There was certainly something that looked like it was shot from an Antarctic island and pushed one away from the U.S. I can't remember if it was dutchinse on YT that had it or another guy, but supposedly there's a radar or microwave array on that island that can be seen on many occasions to shoot out pulses that start or alter storm systems. It looks like (from what I saw) that there might be a similar one in Puerto Rico, albeit not as powerful.
Like someone said, it could be affecting the ionosphere. Might be one reason people can't go to Antarctica, because they can control the weather from there.
That doesn't answer your question, but I'd imagine it's a question of semantics. They might even be able to start earthquakes in DUMBs, or perhaps even a DUMB was destroyed. Just thinking out loud.
