Yeah it doesnt make sense. Two veterinarians can compete right across the street from each other. Each will want more business so they try to one up each other. Better customer service. Cheaper prices (make up the profit with more volume) keep the place cleaner than the place across the street...

They did this in my home city in the early 00s too, even as the city was going through a major expansion phase. The expansion never slowed down, and the number of beds in the hospital never went up.
Just run the data for countries that have completely different health care systems from the US, like for France, and you will find the exact same trend.
