He had way too much revolt on his hands from his peers and possibly even the courts. Originally he was also opposed to them. The real reason is businesses will rebel, their increased costs in a recession will faster hurt the economy more.
The only way they can potentially still be enacted is if another lockdown/variant occurs. Currently the narrative is failing more. They are simply absurd.
