Once you make LCDR you are safe from being kicked out from getting passed over for promotion twice. Her next eval will be for shit, and she won't be promoted, but she is "tenured" so to speak, a term that is sometimes used in the military for those who reach safe harbor.
The process of kicking people out who have been passed over 2 times for promotion in the lower officer ranks is intended to weed out the incompetent, but it also has the effect of making them cowards. Stand up to your boss one time about something, and you get a bad evaluation. One bad evaluation means you don't get promoted. Congrats, you just invested years of your life and get a thank you letter and an honorable discharge.
True. Made a lot of sacrifices that I wouldn't have otherwise if it was a normal job. But it opened doors that otherwise wouldn't have been had it been a normal job. So, maybe it all is even in the end.
