This is the EXACT same formula as with forever war.

Create an enemy (make gov pay for it)
Fight the enemy with specific weapon A (and sell it to gov for profit)
Give enemy a counter-weapon B that weapon A can't fight (make gov pay for it)
Ask for money for weapon C to fight enemy weapon B (and make gov pay for it)

Here the Gov wallet is YOUR wallet, either through taxation, corruption or inflation.

Either way YOU LOSE, until you put a stop to this.
