You need to basically have Machete killing rampage sprees on the same or higher brutality in Rwanda 1994 to even achieve 70% population wipeout in 5 years. Not even sterlization, vaccines, masks, or gridlocks. It needs to be exactly mass killing rampages, which is not entirely out of any possibility.
