Never actually personally saw it, but when we'd do key leader engagements the village elders always had young boys around them, and they would have on makeup and you could just tell by the soulless look in their eyes what was happening. It was the biggest open secret and there was nothing we could do about it.

I guess it was common/permitted by local Afghan tribes on weekends, but during they week when the Taliban hunted them it stopped.
