For instance, the US government may have wanted to protect the identities of their intelligence assets in China by not revealing what they knew. It could also be the case that they wanted to get the public to behave in a particular way and the bioweapon angle made things more unpredictable.

Now, as to getting the population to behave in a certain way, sure. I can see that. I lean more towards a cooperative effort to GM covid for gain of function explicitly to push the vax. I believe it originated in China. I believe it was released by China. I believe it was spread globally by China.
In January 2020 I specifically remember members from my company's Chinese operations visiting our corporate offices. This was something I had not seen in the 15 years that I worked there, so it was unprecedented. Looking back, the timing was rather conspicuous. The attractive Chinese females stood way too close to the American men they spoke to, within their personal space and in their faces, and one of Chinese men didn't seem to do anything except walk around the office coughing.
I thought it was odd and I was also aware of rumblings coming out of China about a mysterious illness, so I avoided them at all times. By February covid was coming to popular awareness. I'm an observer by nature and noted at least 2 employees that were out with the "flu". They worked closely in January with the Chinese crew.
So yeah, I think China spread it as part of a greater strategy with the US to push the agenda of the vax. It's why I don't trust the vax. TPTB are desperate for you to take the vax. There's only two things they've ever been desperate for you to do: give them money and get out of the way. Meanwhile, the US has a couple of hundred years of not giving a shit if people die in the ditch, but the vax is good for me? Yeah, no thanks.
